Depends on the vintage. We have an SL-2 and SL-4 with Yasnac 2000G controls and cannot be changed; the newer machines I believe do have that option bu I don't know what it is. If you already have programs and operators that are used to this bizarre setup I wouldn't suggest changing because offsets will go the other way and G2/G3 G12/G13 are reversed.

Paul, that's what we were told by our mori guy, so we left it alone.

There is a neat vb script on ftp that will flip the axis for you, making nc programs interchangeable between different machines. The only limitation to that script is that you need to use R's and no I's and J's.
