Level Manager frozen?

I'm running X MR2

and for some reason when I click on the Level Manager at the bottom of the screen its frozen. No manager pops up. It's really strange I've been running Vista for quite some time and I've never encountered this before.

 

My colors work, WCS, Gview, Planes all work.

 

Not sure what happened. Anyone have any ideas?
