Surface rough pocket

I am trying to rough out an electrode using surface rough pocket. I cannot post the file, due to project sensitivity, but I will try to describe it. It is an electrode with standing letters. I am trying to rough out between the letters quickly and easily. When I run the operation at "0" stock, it runs fine. Being a roughing pass, I wish to leave stock for a finishing tool to remove later. When I apply stock, it fails out, telling me "no cut found-check tool, cut depths, or use tool center boundary". I am trying to do these things, but have been spinning my wheels. Is it really this hard??!! Which direction should I go with this one?

You may want to report that leaving .002 is not OK and leaving .005 is OK. SOunds a bit strange. I'd expect the other way around.
