Is there the ability to shut drill cycles off in mastercam for 5 axis and just use X,Y,Z,B,andC positioning?

not sure what you are trying to do but if you want the vector angle position then you would create a plane to this hole location.

In Catia there is the ability to turn off output cycle syntax by a button on drill dialog box. I more experienced with mastercam but wanted to know if it had a simular capability

You want it long code verses with a canned cycle is what I am getting for the question. Yes you can do that look in the control definition. Look under the Machine Cycles and uncheck the Enable Canned cycles and it should give you the long codes verses the canned cycles.
