Face Mill Question

Can someone explain why tool doesn't look correct?  I want to build a 2" fly cutter with a .030 radius.  I put in a cutting diameter of 2".  I'm not sure what the secondary diamter is so I put that as 2" as well.  The picture below shows some weird geometry when I do this.  Now if I type in 2.060" for the secondary diamater then picture of the tool looks good.  What is the secondary diameter?  What am I doing wrong trying to build this?

create a bull mill instead , it works better and it's easier to create an accurate geometry 

 

in face mill diameter of cut is the inside of the radius, if you want 2in outside with .03 corner radius , you have to set the cutting diameter to 1.940

Thank You.  I don't know why they would go about doing it that way but at least I know for future reference.

Well if it is a 2.00 diameter cutter and the inserts is a .03R then the effective cutting diameter is 1.940. You still cannot say it is a 90 deg face mill you have to tell it is a 89.999 degree face mill. Tell it 90 degree and will see some wacky stuff go on. Like suggested e3asy way with a square shoulder face mill is to use a Bull endmill as the definition and be done with it.
