can someone please tell me why this tool posts out at 3500rpm when I have it set for 400 in the tool paramaters

I think you have your feedrates locked. System Configuration->Toolpaths->uncheck lock feedrates. When I oped your file, it was 400 in your tool manager but not the tool path.

Try turning on "Use tool's Step, Peck, and Coolant" in the Tool Settings.

 

Your Tool is set to 400 RPM, but the OPERATION is set to '3500' RPM. The Operation does not necessarily grab the speeds and feeds from the tool. It can depend on your override settings in the Machine Group Properties > Tool Settings. And can also be affected by the "Lock Feedrates" setting in the Configuration file.

 

Just right-click on the tool and do > "Reinitialize Speeds and Feeds"...
