Small pocket advise?

I'm cutting 17-4 H900 on a VF-3SS with 15KRPM.  The feature I'm struggling with is a pocket .232" square by .130" deep, with .020" corner radii and a .050" long by .040" wide notch sticking out one side.

I've been piloting the corners and the tip of the notch with a .0394" drill, drilling the center to .1693", roughing the pocket with a .118" bull with .010" radius leaving .001" per side, then trying to finish with a .035" x .187" w/ .005 Rad 3-flute Harvey 53635-C6.  It's this last tool that I'm using about a cutter per part.

 

My best try so far is at 15KRPM, 4.05IPM, contour ramp with a .0047" ramp depth.  I've also tried peel milling but with worse results.

 

I have checked runout and it was well under .0001".

 

Any advise would be appreciated, thanks.
