MIGRATION X9 --> 2023

You will probably need to do multiple upgrades, x-9 -> 2018 ... 2018 - 2020 ,, 2020 -> 2023,

upgrading for each version would be playing it safe, 2018 had major changes to tool management 2020 MCBS to UNICODE, those changes can't be updated in a one shot upgrade AFAIK,,

vbs still exists in Mastercam 2023, it will be removed in Mastercam 2024 AFAIK

MC2023 can open X9 files. I open individual X9 files in MC2023 all the time. 

Did you try the Migration wizard?

Chose the advanced option, set up your file paths and choose "part files"

I would test this on a small sample folder first, but it should work

Isn't there an issue with text coming out in Japanese? I seem to remember that from other similar posts,
