Flowline is still one of the best for non complex surfacing. I have run in to this with hybrid and had ONE stepover too big at the transition and not able to get rid of it. Probably operator error though.

yeah, I just did a part in 2023 and I absolutely couldn't get the 3d hs scallop rest passes to work, so I went back to the Surface Finish Leftover which did it fine. But as I get ready to move up to 2024, I've done some tests, and surprisingly, it did the scallop rest passes correctly on the same part...
