Trouble programming angle with edge of cutter

I am trying to machine part with 1 pass , going from a linear X move  to a X/Z move with a .250 connecting rad. 

Cutter wants to mill from center of cutter as it enters rad. and climbs in z axis, oppose to using edge of cutter w.015 rad. I attached drawing because it is 

difficult to explain in words what I am trying to program. Can any one help with this type of programming if it is even possible with MasterCam.

A lot of solutions come to mind. Simplest way I can think of is a 3D Flowline toolpath

It's a simple Surface Finish Project toolpath...

There is a dummy contour path that is used to project the desire toolpath...I created and extended surfaces to get the tool on./off the part

Way I would attempt to machine it with Mastercam. Done it many times over the years.
