It used to be a lot more handy, but since levels and such are all modal dialogs (able to be open/interacted with while other things are open), it's not reached for too often anymore.   Back in the day, you used to have to close whatever you were doing (i.e., selecting geometry for a toolpath) to bring up the level management, turn off whatever doesn't belong, etc.    Now, of course, you can just have your levels manager open and toggle things on the fly, but there was a reason for it!
