You can use tool containment boundary to keep "some" of your toolpath outside of the boudary but this is a HSM toolpath and part of that is getting into the stock where it remains.

 

So I don't "think" in all cases there is a way to do this unlike the surface rough pocket.

 

So considering tooling is a factor because there is likely to be "some" ramping or helix entry in these paths.

 

If you need to start outside for what ever reason then using the surface rough pocket is probably a better choice for a tool path for you.
