C axis help

Ok I have a part on th FTP site. It's in MCX2 part number 331132. On level 2 I only have one surface (no solids option) I only have level 1 mill and I have a C axis machine no Y. Is there anyway I can program it with out getting level 2 mill? Is level 2 mill enough? I have a special cutter to finish the valley in the bottom. But can I do the fins without level 2? Thank you for the help.

And bonus question: What machine would you all recommend to do these rotors. They are aluminum and need the OD to be held very tight +/-.005 mm

0.00019685 is more than likely a grind job in a climate controlled shop. I can hold alum in my hand and move it a .001. We do this in Alum and found grinding it is better than trying to turn it.

I will look at your part and tell you what I think.

EDIT with the interrupted cut grinding all the way on a part like this.

It's not production stuff. It is prototype. I should have made it clear I was in a hurry. The OD is to be held that tight. The surface isn't that tight. They are supercharger rotors. I am new to milling on the c-axis and the guy before me just used it for cross holes so he is not much help. I am just looking to see if it can be done.
