The reason for the ball mills is the .26 depth. We can't find drills with that length. The end mills have .03 flute length and a reduced shank for chip clearance. We have tried the #80 Harvey at .013 peck, they break on the first peck.

Got it! Ended up with Micro 100 .4 MM ball mills at 30k RPM, .0007 peck at .45 IPM. Because the carbon cloth was at a 20 deg. ply angle, the BEMs tended to follow the ply. We had to peck down to -.17, then re peck from 0 to -.24 in order to keep the holes straight, they had to meet in the center of a .5 in. round to make a through hole. The last op is re peck to -.27 with a .4 MM Harvey drill the BEMs were breaking.
