Just taking a stab here, Wes, but doesn't that just store settings for the toolpath config chook? That chook enables or disables certain functions, so I'd say it does noticeable stuff.

related to surface toolpaths and multi-axis gouge checking features. You run it once and make your changes and then everytime you use those toolpath types those changes are supposed to be set and ready to go.... hth
