Is there any way to read patch note before installing this? I don't wanna get hosed like I did with update 2...

You can find the documentation either in the read me when installed, or by following the link from the official announcement @ http://forum.mastercam.com/Topic38677.aspx

Rob B - Yes, this fix is only for two issues specifically related to Update 2, the Merge issue and a nesting groups issue.

We have 2021 installed and were about to go to it when I read about the "Update2" issue of losing files when opening in 2021. So we will proceed to 2021 safely at this point.
