There are use cases, such as if you have a bunch of old Mastercam files that you want to bring up to date, but have to move through an intermediate version for compatibility.  I could also see it for the older, occasional user, like the guitar maker I worked for in the late 90's; he's mostly cutting wood, occasionally aluminum or phenolic for a fixture, doesn't need the latest, fastest toolpaths, doesn't make a new program very often, and doesn't want to have to learn a new interface.  Staying on V9 will work just fine for him.

modern PC's cannot run V9 with a dongle, but will run with a nethasp.

something similar might be required run V9 on this emulator... though a USB anyhere device would be worth a try

when you consider the fact that CNC Software won't sell a single seat nethasp license

I suspect even legitimate V9 users have gone to Crack-R-Us, downloaded a bootleg copy and moved on.
