The Post I am using is a custom horizontal 3-axis.

 

Are you sure about this? Was it the genfanuc 4axis post?

My preferred method for outputting rotation is as others stated, using custom toolplanes. I leave "WCS" (World Coordinates System) set to Top, the rotary or tombstone is centered over Mcam's "home position" (X,Y,Z 0.0). If I need to associate a new origin relative to the part, create a custom toolplane with that location as the origin, be mindful of the X,Y,Z axis directions. If I do not respect the correct axis direction the post will return an axis rotation error.
