  Is it possible to set  mastercam verify in the way when tool simulates from  the top plane and part  is rotates as in real life  for VMC with 4 axis rotary?

  (not in the way when part start jump as a rabbit around  the  tool )

You can try using the Verify mode that is built into Machine Simulation (you might have to switch on the "Mastercam Simulation" toolbar to see the "Run simulation verify" button).  From that utility you are able to set a static view down the tool axis.  Seems to align the machine X-axis vertically as opposed to along the normal left-to-right direction, in my limited testing.  You can always spin the model around on screen though.

Under Focus on the main toolbar you can choose to focus on the tool, workpiece or multiple workpieces. . If you choose tool focus, the tool stays stationary and the part will rotate.  if you choose workpiece, the part will stay stationary and the tool will move. 

 

With that being said, Verify does not know the kinematic layout of your machine, so if there's a work shift of some sort in effect, or any other mitigating factors will make it not accurate to true machine motion.
