It's amazing how, when you are having a problem with a system that has literally (tens of?) thousands of possible configuration variations, think it's out of line for someone who is taking time out of their day to help you, FOR FREE, to ask you questions about your particular system then get all indignant and say they meant no ill will when others point out how rude you were.
It's been my experience that these types of selfish people struggle more than other people because it gets harder and harder for them to get help as they burn bridge after bridge.
Just sayin'.

You'll want something to convert from Raster to Vector at the very least.
There are some aps out there that can convert pictures into cad data. I think Mastercam Art can do it too but I've never used it.

Anyway, sounds like the control definition does not support the type of toolpath you're doing.
Or one of a dozen other reasons. Hard to tell with the amount of info you gave us.

We are using a few different types here, including butterfly. Problem is they have to be re-built almost annually due to all the usage (big production shop running 3 shifts 6 days a week). I wonder if we're using the same kind (small body/low power) as you. I will do some research, thank you.
Lots of variables here. Standardizing to a single SHCS is probably not an option. We make travel fixtures that mount to machine with 1/4 and 1/2 SHCS but we also mount the work piece on the travel fixture using #4 and/or #6 SHCS. Some parts are alum and others are 304sst.

Is there a way to edit a tool holder assy in the tool library? I can only find it in an operation and that makes zero sense to me.

There is an app that people use when streaming their computer or recording video that highlights the cursor. You could find something like that.
I wouldn't use a 3rd party app for something Windows does but that's just me.

Thanks Ron. Seems kind of silly that the arrow keys and the CTRL + arrow keys do the same thing and are literally right next to each other.

Similar. The mouse trails will happen whenever you move your mouse and will show a trail of ghosted pointers that will follow the cursor. It's a big help locating the cursor.
The Find Cursor will create a similar circle around the cursor like the yellow one in your video but it will go from bigger to smaller then disappears and only happens when you press the CTRL key.

Whatever geometry is controlling your outline should be bigger.
I assume you have a square around the triangles and hole that mimics the size of your stock. Make that bigger.

In your control panel under mouse properties you can edit your mouse behavior to leave a mouse trail and/or show the mouse position when you press the control key.

Since your hole is through chip buildup at the bottom should not be an issue. The tap is about 4x the dia so that's moderately deep for that size tap.
What size drill are you using? Not all drill charts are the same: Some based on 70% thread engagement, some at 75% etc. There are calculators available to calculate the thread engagement.
Is the minor dia spec'd on the drawing? If not you can make it a few thou bigger and that might help make it through using the standard coolant.

We currently use a pneumatic butterfly wrench to set SHCS's then go back and torque them to spec. Problem is operators often forget (neglect?) to go back and torque them.
I'd like to find a torque wrench (pneumatic preferably) that's fast enough to drive SHCS and torque them at the same time.
Anyone using one of these? What is it and how do you like it?

Is it possible to change the hotkeys for rotate views?
Currently if I use Arrow keys, the part pans in the direction I press. If I use CTRL + Arrow keys, the part pans in the direction I press. They do literally the same thing.
I'd like to change CTRL + Arrow to Rotate the view instead of pan it because the ALT + Arrow key is too far away to be functional.

BTW, you might want to save the posting status in an array so you can go back after it's posted and reset posting status to it's prior condition.

You can use
code:getOperationSelectedFromID
while cycling thru all operations to determine if the operation is "Selected". If it is, leave it alone. If it's not, use
code:SetOperationPostingFromID
To turn off posting for that operation.
You can also get the NCI destination for each operation using
code:GetNciNameFromOperationID
