Seems like it has more to do with your tool description.  From what I see, the tool is a 1.5" diameter with a .250 corner radius which results in a 1" flat area.

95% of 1.0"  is .950"

If you want to get a larger stepover, reduce your corner radius of the tool. Highly unlikely that a 1.5" tool would have a .250" radius.

The tool is 2.00 in dia with .250 radius.

It has a flat diameter of 1.500" so 75% should be 1.125". 

The guys at CNC software have logged this as R-25304

The work around fix is to define the tool as a bull endmill instead of facemill. He said dynamic looks at facemills differently.
