Create as many circles as poss. in a rectangle?

I want to put as many circles inside of a chained area as possoble. I am trying to remove as much stock as I can with a drill before I cut with a end mill. What is the best way to fill the area with circles. I then plan to drill at the center of each one.

What about Toolpaths-Drill-Pattern-Grid where the stepover in X and Y is the diameter of the tool you wish to use. The overall size of this grid should be offset from the rectangle size by the radius of the tool on each side of the rectangle. For example if your rectangle is a 5 x 4 and you want to use a 1/4" drill, the size of your grid will be 4.75 x 3.75 and the lower left point will be offset 1/8" from the lower left corner of the rectangle.
