You want to go thru the center first. Then take a pass at top and bottom to finish widths. Right? If so, I've been doing it with 2 ops. 1st thru center. 2nd top and bottom using depth of cuts. The bottom pass will be your last pass of course. Figure what your tool thickness is, subtract it from your width of slot and set that for a finish depth. Make sure your rough step is greater than the depth you need to go for the top flange or it will step down all the way to the finish pass wiping out top flange.

Ex. if first ledge is -1.0, make your rough step at least 1.0 + thickness of slotting cutter.
