It's all inhouw you position your transforms. On occasion for efficiency's sake you may want to put the transform op before the transformed(Original Toolpath) op.

each successive xform could reverse the numbering...

op1 spotting in w.o. 0 (G54)

op2 xform spotting start @ 0 increment by 1

(outputs G54 then G55)

op3 drilling in w.o. 1 (G55)

op4 xform drilling start @ 1 increment by -1

(outputs G55 then G54)

 

we present this in Intermediate Mill training in a scenario making multiple parts with each successive tool incrementing or decrementing thru the work offsets....
