Not sure how to cut this part (just a finish TP). would like to collapse from outside to inside.

Another choice would be Morph Between 2 Curves if you have 5 Axis Level on your Mastercam.

Surface Blend seems to work the best. Waterline I cant get it to start from the outside + it picks up towards the end of the toolpath. having trouble with flowline too. it's very frustrating when the tool picks up so many times. is that a sign that I'm using the wrong toolpath for that particular application ?

Flowline would be my last choice on the shape. Blend would be the best, but I threw Morph in here to give you an idea.
