I'm Thinking he means the same as a "datum point"

could just draw it hatch it and save it. merge it in whenever you want it.

Draw a circle. Draw line lines from the center to each quadrant. The use trim/divide with break and break the circle at each quadrant. Then use the drafting/hatch/iron and partial chain to make a hatch in each 1/4 pie piece. Now you have what you want and done. Now you can scale this for any size hole you want. I would suggest saving to a file and putting on a level that no one uses. Now you can marge into any file and use it and have what you need quick and easy.

Edit Reference Positions is a Mill Turn thing..... You can define turret park positions and things like that.
