first apply the read only attribute that way the file cannot be modified or changed..

 

 

then run gpedit.msc from the run command

 

edit the user configuration policy

 

administrative template/windows components/windows explorer

 

you will see a option "remove windows explorer default context menu" you want to enabel this and apply it.They are still ways around this option but your average pc user wont know about it...

 

 

explaination:

 

"If you enable this setting, menus do not appear when you right-click the desktop or when you right-click the items in Windows Explorer. This setting does not prevent users from using other methods to issue commands available on the shortcut menus."
