force b axis out put with tool change

I am trying to force the B ouput with toolchange when there is no rotation

 

this is a old post for an old machine and below is what my code looks like. can anyone make any sense of this I have had no luck so far.

That will not be where it is. It will be in the toolchage part of the post. Something like cout. You will want to eiter put a * in front of it or if the post has pfcout then use it.
