Using 2018.  As you can see in the General Machine Parameters the flood coolant Enable is set to on, but in my tool path flood defaults to "off"

Where or how do go to change the default so flood will default to "on" in the tool path?

You need to set up a proper "Operation Defaults" file. The "trick" to doing this is to 'rename' the file extension to '.mcam', which lets you open the Defaults file.

Once you've opened the file, you need to do "replace" on the Machine Definition, that is loaded in the Machine Group Properties. You replace the "generic" machine with "your specific" default MD.

The reason we do this, is so when we edit the Coolant Settings for each Operation type in the file,  then we get to use the specific Coolant options for our MD.

Now, go through each Operation type in the file, and set your default attributes, including the Coolant defaults.

Save the file,

Then exit Mastercam,

And rename the File Extension, back to the previous name.

Are you talking about this folder, if so which file is the one that I change the  "-defaults" or the "-operations"

Yes, that's the folder. You want to rename the defaults file. The operations file is your operations library.
