Yes that can be looked at as perpendicular and that looks like Standard dims not Metric as they call out a Standard drill size on the other hole. I cannot see them requiring you to hold 3.5 microns. The " means inch not metric also.

Thank you for the help. I also though about perpendicular because drill holes go through 2 sides of tube. Look like customer wants the drill not walk from top & bottom.

P.S Ron don't worry about the "Metric" thing. I'm not seeing any problem on that...

Yes that is where I will pre drill undersize by normally .03" on that size of a hole then line bore with an under size endmill then come back and ream. Your process is your key here. I have had luck with double and triple margin drills, but don;t do like one customer who cheaped out and got no margin drills then wondered why the holes were floating all of the place. Had to add a milling operation to create a good start hole then we were able to chase with the no margin drills.
