Do c axis lathe tool paths consume a mill licence?

Depends...

It might if switches are not set but it can be controlled using shortcuts and switches

"C:\Program Files\Mcam2019\Mastercam.exe" /L1 /M3 /noW /X5 /N /noT

The lathe/mill icon I use tells it what to/not to grab

If you do not set up what will call a custom launch icon by default if you Mill and Lathe on the NetHasp it wants to pull them together. Use the "Mastercam Launcher" to configure just to pull a lathe only. As you now know all ready the answer that you do not need a mill license for C-Axis paths.

that is correct. 

you can also create shortcuts and change the target line of the shortcut, more info on both methods can be found in the Administrator guide, typically located in the documentation folder for mastercam here "C:\Program Files\Mcam2019\documentation\en-US\Administrator_Guide.pdf" pg 13 for the launcher or page 18 shows details on the target line shortcut method.
