Yeah, this is the danger zone when you are dealing with 5-axis tool planes as well.
I always create new WCS and toolplanes for locked axis cutting when I mirror. Usually I keep the parent geo for planes on a seperate level so I can mirror all my other geometry without corrupting the WCS then switch to the new WCS afterwards.
The Boeing strike hurt locally here as suppliers were forced to cut back production. Spirit went on 3 day work weeks, lots of small shop "layed off" I.E. used the opportunity to clean up house a little. Other shops cut hours, a few cut overtime. Now Cessna and Hawker-Beechcraft are talking about layoffs.
We are still doing well though, although overtime is going to be monitored more closely.

Don't use verify.
Seriously...If you are wanting just visual info(which IMO is all verify is worth at this point) you might try this work-around if you have Vericut:
In Vericut you can create stripped down machine files, up your tolerances, etc. so it runs extremely fast, and it will outperform verify. Plus you can still have Mastercam open and working while it is running. After you are done, change tolerances and machine files to normal then run your actual verification.
You can pre-select a chain then delete it.
hit chain selection, hold shift, select start point then endpoint...partial chain should be highlited...then hit delete.

The machine manufacturer is the only place I have had any luck with. Some manufacturers will NOT give you one too.
Otherwise, a tape measure, scale, and calipers.

Keep in mind that even two of the exact same machine may be set up in a number of different scenarios ESPECIALLY with a 5-axis. Different shops have different needs and the machine manufacturers have to accomodate the needs.
It's just not that black and white as plug and play...
The only thing I noticed was that you said you were using a head/table def when you have a table/table machine. I don't know squat about Mastercam posts, but that caught my eye. Is there a table/table 5ax machine def?
You might do a search.
Mastercam 9 allocates 100% but it is not actually using it if I remember correctly. This was talked about long ago though. The 100% computer usage SHOULD have nothing to do with your issues.
How big is the file/model?
I remember having issues like this with (at that time) large models or files with lots of toolpaths.
You might try opening your config and turning the "Restore entire toolpath data in File,Open" in ~files~ off to eliminate the error, then pointing the NC file name to the place you want it(which should point the NCI to the same place) Might require a regen and I really don't know if it will work, just an idea.

Well I will ask about using both when(or if) the tech calls me back.
G05 P02 is pretty simple. G05 P0 turns it off as you said. The only other thing is no M-codes or cycles are allowed while in it. I think that is about it if I remember correctly.

We have everything set up from machine origin but that G54.2 is a nice feature. Shouldn't G43.3 work with that as well?
I just really want to get rid of the Inverse time feedrates.
Maybe I will just try G43.4 and see.
Rob, just out of curiosity, why do you not use the G05P02?
There is a push for full Model Based Definition.
I am not familiar with PLM express, but CATIA has a ton of modules.
In my experience, depending on the customers we have:
Some include minimal dimensioned drawings to address Basic dimensions/feature control frames.
Some include parts lists that address these things.
Some of the CATIA files we get you need a Enovia DMU license in order to see the GD&T annotation.
Some are included in the CATIA file as Notes.
I prefer to use a software to capture what I want. 5-clicks, Snag-it, or this one It's Free
