From my experiance I'd start with a solid. Then if I want more control I make surfaces.

 

As Garen said tolerances are the key when creating either the solid or the surfaces.

 

I like to use surfaces for check surfaces or for flowline toolpaths, but thats just me.

 

If you have a large solid and select this solid say for a rouhghing toolpath you can get quicker processing time if you create surfaces of the solid and select only the surfaces needed for the toolpath. By picking the whole solid MC internally will create a surface for each solid face anyway.
