Which is the best toolpath?

To me it looks like there is a pretty small step down on the roughing toolpath so why not bypass roughing and use a flowline toolpath leaving .005" or so, then come back with another flowline to finish.  Under gap settings if you use direct or smooth for the transitions you can do a linear extension so the tool transitions off the material.  It is also a function of how many of these you are going to make.  For a limited run I would start with flowline to get the machine running, then look for a faster way to get it done.

I would use taPER MILL or  grind custom tool for roughing with taper geometry  or piramide cutter or one tooth half diameter grind off cutter .For taper mill I may use HSM.

Then if this is a couple of parts I would go  for a flowline.

If there are a bunch of them I would use tooth profile disk mill.
