Not really.
You can only mass edit toolpaths whose planes you want identical to each other.
You can group together ( checkmark ) common planes and mass edit them... but not if the tplane and cplane need to be different... you'll need to do those in separate mass edits.
If it's corners left from bigger ball EM's, I have better success with Pencil when stepping to smaller ball EM's.
Then, scallop and containment boundaries for any other small misses.
I've just never had good luck with finish rest passes... old-school paths or new.
I use several of them... not sure how anyone can get away with only using one style of comp.
I use wear mostly... but when I change contour type to "ramp" and "plunge" a zigzag path to rough a wall or something, I change to computer... and then when I do lettering I switch it to "off" so it mills the lettering on centerline.
I just stumbled across this in the "Open File" dialog...
You can PIN files to the top by using the pins on the side.
Pretty handy to keep the files you are working on at the top of the page, until you are done with them... then you can unpin them.
I thought it was new to 2019, but I went back and looked and it was also available in 2018 and even 2017.

Anyone having trouble with the fields not being able to calculate math?
I was in the helix field of a toolpath and typed in .375*.45 and it won't calculate.
I almost never program it to get a cycle time... unless it is a big dollar job I don't want to make a mistake on... that just takes too long.
I agree with your bosses... generic estimate of set up time... I can usually estimate cycle time by referencing past parts that were similar.
What I focus on is not missing details like close tolerances or areas of the part that might take a special set up like EDM or something.
Don't miss heat treat or coatings... and try to picture if special tooling will need to be purchased.

My boss told me he'd spring for a new one... might as well get a beast like yours.
BTW, you do realize when you say, "the part is positioned dead center of the table," that it is not necessary to do that.
The beauty of G254, dynamic work offset, is that you can program everything off a simple pick up for the operator... say, centerline at the top of the part... then program from the same point in Mastercam... and off you go.
I think your planes are incorrect.
The WCS is okay as long as you are probing that point below the part you have set to zero... but the "Tool Plane" and "Comp/Construction Plane" need to be set together to the detail you are machining.
